PRESENTING PROBLEM
Killings of Black people.
Dehumanization.
ANALYSIS
The problem is systematic, structural and socially pervasive. Including and engulfing systems such as Police, Government, Health and Medical, Education, Religion and Religious systems and more.
FINDINGS
Public eruption in protest and outrage to the killing of unarmed citizen, George Floyd, by the police.
Unsustainable Status Quo.
A general, White awakening, recognition and opposition to systematic structural racism.
Slow inadequate, non responsive, inappropriate, disingenuous, deceptive government action.
Implied and Tacit Consent.
In the wake of the Public demands and outcry against treatment of Black African Americans. You have done nothing to dismantle the structural and systematic racism that threatens the health and lives of our friends and neighbors. You have done nothing to cultivate a culture change, nor to facilitate a better, safe and more prosperous city of equity.
To you, those leaders whom “We the People, have put in place. To keep us safe and ensure our rights to life, liberty and pursuit of happiness.
You are no longer permitted to sweep this aside with long, drawn out studies that absolve you of action and responsibility while you move on in your own personal pursuits.
SOLUTION
Stop killing Black people.
As a Black community member and resident, I expect to be represented in deciding how the city and county will move forward in honor and respect for its diverse communities of color, particularly those with African Ancestry.
I am a Black African American, born a citizen of the United States in the State of California, who is a resident of Santa Clara County in the City of San Jose.
With the honor and respect due our diverse communities of color, and in the voice and power of "We the People". I am compelled to resound the following demands:
DEMANDS AND RESOLUTIONS
Local government leadership. Council, Boards, Departments, Agencies and Representatives will.
#1. Redefine our ideas of public safety and policing. Adopt and establish new
rules, regulations and guidelines to include:
A. Ending Police qualified immunity.
B. Ending victimless crime arrest.
C. Requiring officer license, bond and liability insurance.
(license includes annual mental exam).
#2. Realign our budget and social programs to better serve our public safety
needs.
#3. Policing. Adopt, Establish and Implement:
A. 1968, Kerner Commission Report
B. Presidents' report on 21 Century Policing
C. Campaign zero - 10 proposals.
D. Create and establish an Independent Department of Racial Equity as
described herein:
Department Headed by members of the Black Community
Under the Powers and Authority of the Department of Racial Equity:
The Departments' Audit, Compliance and Regulatory authority will encompass but not limited to:
And
One Department for the City of San Jose.
And a separate Department for the County of Santa Clara.

#4. Education. Redesign our educational program systems to present a broader,
More accurate view of Africas' stolen children, the Black African Americans,
and their contribution to Americans and America, as well as the effects on
Futures of the respective Continents, and that of the kidnapped and stolen.
A. Public Education. Design and establish:
1. Black African American history as core program schedule.
2. Genealogy as core program schedule.
B. Civics Education. Local Government will order and establish:
1. Museum that combines the facilities of library and bookstore
for all Confederate monuments, symbols, artifacts and
American Civil War History.
2. All proceeds from operations of the museum will go to Black
Reparations and or Historical Black Colleges and Universities and or local Black
History research and education programs.
3. Design and establish a world renowned museum that honors the
contributions and tribulations of Black African American Patriots
and freedom fighters.
#5. Holiday. Local Government, City and County will order and establish:
Juneteenth as a paid holiday. (Not a floating holiday).
EPILOGUE
Shutting the door on racism and its destruction. Opens the door to a city society of joy, happiness, health, wealth, wisdom, creativity and opportunity.
You are a member council of rare councils with an extraordinary opportunity.
Make no mistake, you will need each other. You will however, be judged individually and as a collective whole.
We are watching.
Be Bold. Show judgment of wisdom in your leadership.
It is what we demand. We are with you. Make it so.
